As a result of operative-searching and investigative activities carried out by the employees of Investigation Service of the Ministry of Finance of Georgia, heads of four enterprises were arrested on the fact of violation of the procedure for participating in public procurements.
Investigation determined that the accused persons participated in the state procurements declared by the City Hall of Tskaltubo Municipality. For the purpose of receiving material profit, between the indicated persons a preliminary agreement had been reaching on which company had to win a procurement. With this criminal intention, in the process of participating in a procurement, part of entrepreneurial entities were specially receiving disqualification, which was giving a possibility to other participating companies connected to the accused persons to win a procurement with high extra charge. As a result, legitimate interest of the buyer organization will be substantially broken.
In the process of investigation, one of the accused persons had been putting pressure on a representative of other company willing to participate in the procurement for this latter to refuse to participate in the procurement of the City Hall of Tskaltubo Municipality.
The detained persons on this case were charged under Article 1951 of the Criminal Code of Georgia.
