TRAINING COURSE WAS HELD IN BATUMI FOR PARTICIPANTS OF CONTAINER CONTROL PROGRAM (CCP)

Theoretical and practical training course was held for representatives of the agencies involved in the mutual project of United Nations Office on Drugs and Crime (UNODC) and World Customs Organization (WCO) - Container Control Program (CCP) from June 18 to June 26, in Batumi.

 

Within the scope of training, trainers of the World Customs Organization and The Netherlands Customs National Targeting Center, have introduced to participants: newest tendencies of exposing and suppressing smuggling and drug crime on customs checkpoints, free industrial zones and customs clearance zones. Also delivered information about modern standards of ensuring security during inspections of containers in the global trading sphere.

 

During the process of theoretical and practical course, participants discussed the issues of risk assessment and risk management, effective methods of exposing syndicate crimes, and the risks referring containers abandoned in sea ports. Within the scope of the course, they discussed the importance of internet network as a source of information and information exchange between law-enforcement authorities while combating against drug crimes.

 

Together with representatives of Investigation Service of the Ministry of Finance of Georgia, the course was attended by representatives of Customs Department of Revenue Service, Central Criminal Police Department and Patrol Police Department of Ministry of Internal Affairs of Georgia, as well as representatives of State Border Security Service of Ukraine and customs officers of Odessa district.  Training for Odessa Port Control Unit members was funded by Government of Canada.

 

The course was organized by mutual project of United Nations Office on Drugs and Crime (UNODC) and World Customs Organization (WCO) - Container Control Program (CCP) and another project - EU Action against Drugs and Organized Crime in Georgia and Ukraine (EU-ACT).

 

Four state authorities are involved in mutual project of United Nations Office on Drugs and Crime (UNODC) and World Customs Organization (WCO) - Container Control Program (CCP): Investigation Service and Customs Department of Revenue Service of the Ministry of Finance of Georgia, as well as Patrol Police Department and Central Criminal Department of the Ministry of Internal Affairs of Georgia. Scope of the Program covers the following areas: customs crossing points, customs clearance zones and free industrial zones. The aim of Container Control Program is to suppress illegal turnover of goods, detect drugs, military and dual-use products at the border, protect objects of intellectual property, collaborate with the countries participating in the Program, exchange of information, etc.
